The third and last workshop, which will contribute to the Integrated Model of Prevention, Intervention and Compensation to be developed within the scope of the project and aimed to examine the reasons for early school leaving in Türkiye and possible solutions for these reasons, was conducted in İstanbul on 23-25 May 2022.

The workshop continued with thematic presentations, parallel sessions, working groups and presentations of the working groups after the opening speech of Ms. Emine AKINCI, the Head of Department of Research, Development and Projects of the General Directorate of Secondary Education in the MoNE. The participants shared their experiences, observations and recommendations concerning the reasons for absenteeism and early school leaving, measures taken and solutions in İstanbul, Sakarya, Tekirdağ, Şırnak and Hakkari, which are among the pilot provinces of the project.

The second workshop organised in order to examine the reasons for early school leaving in Türkiye and possible solutions for these reasons was held in Hatay on 17-18 May 2022.

The workshop started with the opening speech made by Ms. Emine AKINCI, the Head of Department of Research, Development and Projects of the Directorate General of Secondary Education in the MoNE, and the project presentation delivered by the Key Expert for Capacity Building Ms. Eda TÜZEMEN. The workshop continued with thematic presentations, parallel sessions, working groups, and presentations of the working groups in the plenary session. The participants shared their experiences, observations and recommendations concerning the reasons for absenteeism and early school leaving, measures taken and solutions in Bingöl, Hatay, Şanlıurfa and Trabzon.

Information obtained from this workshop will form the basis for the Integrated Model of Prevention, Intervention and Compensation to be developed within the scope of the project.

A study visit was held to Stockholm, the capital of Sweden, between 9-13 May 2022 with the participation of the members of the Operation Coordination Unit of the General Directorate of Secondary Education in the Ministry of National Education within the scope of ODAP in order to observe the activities and best practices concerning Early Warning System and prevention of early school leaving in the European Union member states.

Within the scope of the study visit, the Swedish Association of Local Authorities and Regions (SALAR), the Swedish National Agency for Education (Skolverket), Ekerö Municipality and a school in the same region were visited and information and experience were exchanged. Preparatory work continues for the second and third study visits, which are intended to contribute to the development of the Integrated Model of Prevention, Intervention and Compensation.

The second Workshop on Legislation Review, which was implemented in order to receive opinions and recommendations regarding Draft Legislation Review Report, in which current practices and policy documents within the legislation of the Ministry of National Education are reviewed, was implemented in Ankara on 27-28 April 2022 with the participation of the Ministry of National Education staff, the Ministry of Family and Social Services staff, academicians, pilot schools’ representatives and representatives of relevant NGOs. Following the opening speech made by Ms. Emine AKINCI, the Head of Department of Research, Development and Projects of the General Directorate of Secondary Education of the MoNE, the Project Team Leader Ms. Nuzzly RUIZ DE FORSBERG delivered a presentation on the project and Prof. Dr. Alipaşa AYAS delivered a presentation on the structure of the Draft Report. 7 working groups that were formed at the workshop worked on all parts of the report and shared their experience and ideas.

The ideas shared at the workshop and information obtained as a result will form the basis for Legislation Review Report to be developed within the scope of the Project.

The first Regional Workshop, which aims to contribute to the development of an Integrated Model of Prevention, Intervention and Compensation, was organised in Ankara on 25-26 April 2022.

In the workshop, which started with the opening speeches of Ms. Emine AKINCI, the Head of Department of Research, Development and Projects of the General Directorate of Secondary Education of the MoNE and the Team Leader Ms. Nuzzly RUIZ DE FORSBERG, Dr. Gabriel Díaz MAGGIOLI made a presentation on “Early School Leaving and Risk Factors” to introduce the terminology related to the early school leaving and associated risk factors.

In the following sessions of the workshop, the Ministry of National Education staff, academicians, representatives of relevant NGOs from Afyonkarahisar, Ağrı, Ankara, Çankırı and Nevşehir, which are among the pilot provinces, shared their experience, observations and recommendations concerning the reasons for absenteeism and early school leaving, measures taken and solutions.
